Recently, the diversity of obligation schools is extending rapidly. For example, the community schools and the nine years combined schools are definite models.
The aim of this paper is to elucidate the problems of the diversity of the obligation schools.
In 2013, I enforced the questioner research to the principals of the nine years combined schools. The questioner research to the principals of the nine years combined schools is the first attempt in my country. After the questioner research, I interviewed some principals and the staffs of local board of education.
In this paper, I elucidate the real problem of the diversity of obligation schools. The most important theory is the diversity of the obligation schools should be based on the equity not on excellence.
